Dropdown navigation menu problem in IE

However I thought it prudent of me to check it in the worlds favourite browser (IE) before closing the chapter on that phase of development and moving on to finishing the rest of the site off...
But IE isn't playing ball (no surprises there). Whereas FireFox nicely displays my drop down navigation on top of the text on the page IE doesn't. Hover over the "about malta" link and you can see that the dropdown menu is hidden behind the text "sea"
I've been playing with z-index between the 2 rules but that hasn't fixed it for me yet.

p.s. please ignore the colour scheme... that's going to change - just needed to see what was going on as i've been playing

Can anyone suggest a solution???
