Why would there be multiple notices on an error?

When the page loads, the notify message is set to check if the account number is found. If the account is found, there is no error message. However, if it isn't found, there is a message saying so.

The problem I find is that there are two notices that are returned when no account number is found.

What's up? What do I need to do to fix this?
